Malaysian One Health Veterinary Alliance

Welcome to the pioneering " State Humanitarian Community Alliance Non-Profit Program " – the first pilot initiative of its kind in Penang and Malaysia – dedicated to supporting voiceless orphaned street animals across Malaysia.  

Malaysian One Health – Veterinary Alliance is a non-profit, self-funded humanitarian charity founded on 1st January 2013 ' under the ' Wings Of Goodwill ' and it now operates under the official foundation of " The Wings Of Goodwill Foundation. "

In 2012 – 2013, the Director of the Department Of Veterinary Services Penang, Pengarah Dr Ahmad Shukri Bin Abdullah, approached the founder, Duta May Bouquet-Brown, seeking her humanitarian and charitable assistance – without media attention – to assist the " State of Penang " and its communities, to formulate a more humane, sound, and evidence-based solution to the growing problem of street animal overpopulation – these requests, and her ongoing role, were subsequently acknowledged by successive DVS Penang Directors – Pengarah Dr Johari Bin Haji A Bakar, Pengarah Dr Siti Salmiyah Binti Tahir, Pengarah Dr Anun Binti Man, and Pengarah Dr Saira Banu Ninti Mohamed Rejab – as well as other senior officers of the Department.  

Malaysian One Health – Veterinary Alliance is deeply inspired and guided by the United Nations' commitment to the Millennium Development Goals, and is fully aligned, and unified with the Global One Health Approach Initiatives.  

As a not-for-profit charity, it is solely devoted to providing compassionate aid, help, and assistance to support the voiceless orphaned street cats, and dogs in Penang, and throughout Malaysia.  

This collectively brings together experience from Medical Health Care and Veterinary Practice – integrated with the 10 defining key components – to create a long term, and sound ' One Health ' solution – that provides immediate veterinary care, and lifelong, ongoing support. 

Creating a new path to equality and for all lives through the Penang Non-Profit One Health Framework ( PNPOHF ) and the Penang Alliance For The Control Of Zoonotic Diseases ( PACZD ) – working together, they deliver the " One Health Framework – OHF's 10 Step Humane Veterinary Sponsorship Program " for voiceless orphaned street animals.

With a vision to evolve into Malaysian One Health – to be implemented as a standard requirement in all Malaysian State Councils and to reach communities nationwide across Malaysia, as the Malaysian Non-Profit One Health Framework ( MNPOHF ) and the Malaysian Alliance For The Control Of Zoonotic Diseases ( MACZD ) as the only way forward for the protection of human, animal, and environmental health at the human – animal – environment interface. 

By adopting a first world perspective and a future-focused mindset, we can profoundly improve the lives, and well-being for all of us :  humans – our children – household pets – orphaned street animals – farm animals – agricultural livestock – wildlife – marine life – and the surrounding environment, as a shared global community – most especially in light of Penang's vulnerability to ongoing zoonotic disease risks over the past 14 years.  

The ultimate long term, effective, sound solution and practical strategic alliance – the all-encompassing One Health Framework – OHF's 10 Step Humane Veterinary Sponsorship Program – provides full cost veterinary sponsorship – its defining key components of lifelong care are as follows : –

–  Canine Vaccination C9 in 1 / Feline Vaccination F5 in 1 ( Primary and Secondary ) 

–  Kennel Cough Vaccination ( Dogs )

–  Spay And Neuter

–  Heartworm Prevention

–  * Microchipping * ( Optional )

This is the same standard of care that one would provide for their own household pets at home, rather than continuing to mistreat orphaned street cats and dogs as second class citizens.  

This includes the Non Profit One Health Framework ( OHF ) : Emergency Veterinary Care And Immediate Assistance For Orphaned Street Animals for the sick, suffering, injured, abused and abandoned orphaned street animals in Penang, and the Non Profit One Health Framework ( OHF ) : Humane Education School And Community Programs which were first implemented on the 16th September 2011 at the Penang Butterfly Farm.

We are committed to keeping the streets and the environment clean – with precautionary measures designed to safeguard, and protect those most vulnerable in our society today, and in the future.

This means protecting orphaned street dogs ( and cats ) from becoming innocent, faultless potential mediums for national, and severe regional viral threats in Malaysia : – such as influenza – other infectious diseases – zoonotic diseases ( for example, the rabies virus ) – which can spread through the environment, among the voiceless orphaned street animals, and to us humans, most especially to our children, whose immune systems are more vulnerable.  

The most crucial element, is that it also protects orphaned street dogs from future mass culling or from being put to sleep ( PTS ) or from being caught and impounded by local city councils or due to a lack of proper veterinary care.

Malaysian One Health seeks to have all voiceless orphaned street animals in Malaysia, to be officially recognised as " a humane community of healthy animals " living within our society under the ' One Health Framework – OHF's 10 Step Humane Veterinary Sponsorship Program ' and to ensure they remain available for free adoption or rehoming until more land for sanctuaries becomes available in Penang.

Penang One Health – Malaysian One Health is aligned with the fundamental principles of the internationally recognised " Five Principles Of Animal Freedom " ( first formalised in 1979 by the United Kingdom Farm Animal Welfare Council FAWC and later incorporated as the guiding principles in the World Organisation For Animal Health WOAH terrestrial animal health code from 2004 onwards ) – and it is also aligned with the leadership of the Global One Health Approach Initiatives developed through the United Nations from 2007 onwards – and with the work of the Animal Management In Rural And Remote Indigenous Communities ( AMRRIC ) from 2010 onwards. 

" The Five Principles Of Animal Freedom " are also formally embedded in and upheld under the code of the Department of Veterinary Services Malaysia.  

The One Health Approach Initiatives is championed by the renowned United Nations World Health Organization ( WHO ) – United Nations Food And Agriculture Organization ( FAO ) – World Organisation For Animal Health ( WOAH ) is primarily focused on a preventive and protective ' One Health Framework ' designed to achieve optimal health outcomes for people, and animals, and the environment. 

For a nation free of unloved, abandoned, abused, homeless, neglected and unwanted suffering of orphaned street animals – this positive change will greatly help, assist, and benefit the entire country of Malaysia – without taking anything away from its traditional culture, and heritage – it will only enhance them with the infinite gifts of humanity for all lives.
